KAZAKHSTAN

Kazakhstan is a former U.S.S.R. state and one of
the largest republics to come out of the breakup
of the Soviet Union. It shares borders with
Russia to the North, China to the Southwest, and
other Central Asia Republics of the former
Soviet Union to the South. The people of
Kazakhstan are very kind and gracious, and are
of Kazak, Russian, Korean, German, or Tatar
descent. It is a lovely nation known for it’s
beautiful mountainous landscapes, delicious
apples, agriculture, and space missions to the
Russian space station MIR.
Adoptions in Kazakhstan have recently changed
with the passing of a new family code regarding
international adoptions. The new law is making
it possible for many more children to find their
forever families.
Due to the centralized administration of the
Kazakhstani orphanage system, the staffing of
the facilities is reasonably constant and
usually very experienced. The stability of the
environment aids in the emotional development of
the children.
Because there are more children waiting than
parents available, adoption in Kazakhstan can go
quickly. Once a family completes all of the
paperwork requirements for the U.S. and
Kazakhstani governments, the families can
usually travel within one to three months. The length
of the process from start to travel depends on
how quickly you can gather the necessary
documents, how quickly your homestudy is
completed and the efficiency of your local INS
Office. In general, it will take 3 – 6 months to
obtain INS clearance if you haven’t yet filed
your I-600A. However, if you have already INS
clearance, the process is much quicker.
We have local facilitators in Kazakhstan who
will ensure that all adoption related activities
are completed smoothly. After the adoption is
completed, families must visit the U.S. Embassy
in Almaty, Kazakhstan for the “Orphan Interview”
and then travel to the U.S. Embassy in Moscow,
Russia to obtain the child’s Immigrant Visa.

Parent Requirements:
- Maximum age of parents (Age is sometimes
waived on a case basis):
Mother: Child’s age + 45 years
Father: Child’s age + 50 years
- Number of children in home is not
defined by law, and can vary on a case by
case basis.
- Married couples or single women who are
childless, under the age of 45 and have
confirmed fertility issues may adopt. The judge has sole
discretion.
- Applicants can have no more than two
divorces.
- Applicants must have a clear criminal
arrest history (FBI check).
- Must have a complete dossier for
Kazakhstan and INS approval.

Available Children:
The Children available in our program for
adoption in Kazakhstan range in age from 8
months to 16 years old and live in either a
maternity hospital or an orphanage (baby house).
Adoptive parents may adopt one child.
Families interested in adopting more than one
child at a time may consider adopting a second
child; however, the second child must be either
special needs or a biological sibling of the
first child being adopted. |

Referral & Travel Time:
- The time for travel
invitation is approximately 1-4 months after
dossier submission. On
trip of about about 28 to 35 days.
- Both parents must travel (rarely under
exceptional circumstances one parent is
allowed to travel).
- One parent may return to the U.S. after
about 18 days for work purposes if
necessary.
